How does kelly kelly manage to appear improperly dressed on so many occasions?

ok, I actually don't know how may of you are aware of this, but when you are a female who is of the age where you need a bra, you should start to wear a bra. This does not, however mean that you are to cease wearing a shirt, which you should indeed wear as a second layer in addition to the bra. Granted I'm not sure if the latter was ever told to kelly kelly (or if it was understood by her) but to my knowledge she appeared on last night's episode of raw wearing a bra, but no shirt, as has been the case in many of her other appearances on wrestling programs. Nonetheless I would think that she would be more than capable of dressing herself as someone who is presumably in her late 20s-30s, or that if she wasn't able to dress herself correctly that there would at least be someone to do it for her or that she wouldn't even be on the show. So my question is how does kelly kelly manage to appear without being properly dressed in so many of her appearances? Don't any of the shows producers ever even notice this and talk to her about it?
